Single Mothers and Higher Education

Every day in America another woman becomes a mother. In an average year 4,248,000 women in the United States become mothers (Ventura, 2012). â€Å"One out of every three American children is born to a single mother† (Single Mothers 2006). With divorces still at 856,000 a year (Amato, 2010) thousands of children are suffering from single parent families. Divorce is not only hard on children but also women. Most women do not have higher educations before the divorce and this causes financial hardships. Due to this hardship women return to college in hopes to seek a higher education and be able to provide better for their children. The review of literature not only demonstrated the amount of stress one goes through but also the financial burdens they are faced with during this time. Literature came to show although the difficulties during these times were rough, but the outcomes were beneficial. Single Mothers and Higher Education If being a single mother is not hard enough, being a single mother going towards a higher education is even harder. Every day, women in America go back to school in hopes to achieve a higher education. Single mothers face many challenges when it comes to pursuing a college degree. These single mothers are not only working they are also care for their children and trying to achieve a higher education. In reports from 2011 37% of mothers were single parents (Postal 2013). Not only are these mother struggling these children of single mothers are also struggling. They are born into poverty and have a higher chance of becoming teen parents along with higher rates of drop outs during high school years. Higher educations for these moms are one way they can help their kids beat the odds. When being born into a single mother household yours odds are stacked against you. Right out of the gate you are â€Å"more likely to live in poverty and have poor development outcomes† (Postal, 2013). â€Å"Completion of an undergraduate degree is one way single mothers can mitigate the risk that they and their children will live in straitened circumstances† (Synnott, 2010). These challenges make it hard for single mothers to continue to push forward and some of them never see the end of the light where as others are able to finish and able to provide a life that would of never been possible without a higher education. Over the last four decades the rate of marriages have went down and the divorce rates have risen causing a large amount of single mothers to be left in this world to fend for not only themselves but also their children (McLanahan & Casper, 1995). Reports back in 1999 showed that over 20% of families are being raised by single mothers (Capser & Bryson, 1998). The struggles that one faces in a single parent family are larger than those who come from dual families. Single parents struggle with not only poverty but also have poor support systems. In 2000, 25% of single-mother and 12% of single-father families lived in poverty, compared with 5% of married-couple families with children† (U. S. Bureau of the Census, 2001). The average income for a single mother in 2011 Census was $23,000 (U. S. Bureau of the Census, 2011). With an income like this they are barely able to make ends meet and most of them are on some form of public assistance. Poverty is not the only issue when coming fr om single parent families adequate support is also a big issues. A lot of these children struggle in school due to lack of food, shelter or help at home. Although the government has put programs into place to help families who struggle with poverty these programs are just a temporary fix and when these women do get jobs they are barely able to make ends meet. Women who can get jobs have a hard time finding someone to watch their children. Most single moms don’t even make enough to cover a child care provider in order to make it to work. The quality of childcare is also at stake when you can only offer a small amount of compensation for their services. So more and more women are forced to stay at home and live off the government until they are able to achieve a better education, or they are forced to work more than one job in order to make it. More and more women now days are the sole provider for their households. Without a good job they suffer tremendously that is why higher educations are so important now days. In order to obtain a higher education there is a cost and a lot of single mothers cannot afford that cost. Single mothers fear they can’t keep their household up and pay tuition too. Money is one of the most common problems many single mothers orry about. The government has seen this time and time again and they have discovered that women do not go back to school because of lack of funds and they have built programs catered to single mothers so they can achieve a better education. Since the government has been able to fund programs to help pay for higher education they are able to help these women make it through t he system and come out on top. Not only has the government set aside special funds for single parents they have also put out scholarships and some colleges offer discounted tuition rates. In a recent report from Action Project out of New York City they found â€Å"over half of workers make less than $10 an hour, over 70% don’t get health insurance through their job, only 17% have a regular schedule, and just 25% have used a paid sick day. It may be little wonder, then, that single mothers earn less than half of what households with a married couple bring in – $32,597 compared to $71,830† (Walton 2012). Single mothers on average are making only ten dollars an hour they don’t even bring home enough money to cover their bills then they have to pay childcare which takes up half their checks (Walton 2012). Walton found that for an infant in childcare center it could cost as much as $20,200 a year in New York City (Walton 2012). Mind you these women are only making $32,597 a month that does not leave them much to live on during the year (Walton 2012). This is why it is very important for women to have a good solid education so they can make more than ten dollars an hour and can provide a better life for their family. Women who do go forward and get a higher education even if it’s just an Associate degree are better off financially. On average women who graduate with two-year degrees are earning an average salary of $34,960, and some earn significantly more (O’Shaughnessy, 2012). With a 4 year degree they can start off in the low 40’s (O’Shaughnessy, 2012). In the long run 4 year degrees tend to pay off the best for single mothers not only do they make more but better opportunities. Although there are some two year degrees can pay out too. A lot of degree’s in the medical field like nursing start to pay out after you have a 2 year degree but once you hit the 4 year degree your salary can increase tremendously (O’Shaughnessy 2012). Getting an education gives you a chance to move forward in life it also gives you opportunities that you would not have before. Now day’s jobs seek only those with a degree whereas before you could get into places without it now they demand it. Although it’s still possible to make a good living without a degree you are better off in the economy today to get one. Over the years more and more programs have been put out there to help aid single mothers. These programs promote education and show them their dream can become a reality. When a single mother who makes $22,000 a year looks at college and sees one class cost anywhere from 400-1200 a class they don’t think it will ever be possible (Walton 2012). Many programs have been put into place though to help them through this rough patch in life and help them achieve their goals. San Joaquin Delta College has a grant in place called the Cal Grant this grant covers as much as 50 percent of your cost for school† (Parrish, 2013). In order to receive this grant you must have a certain GPA. Another one of their programs they have which helps pay for tuition makes you be involved in the community programs to be eligible. Another great program that college also has is miracle mile association which helps single mothers though college with private donations. Another great program that was started at this college by a student who received the miracle mile was the Dome of Hope. Gwendolyn Primous was a student who got the grant and got inspiration to help others achieve the same goal of getting a higher education. Gwendolyn Primous stated: â€Å"I want to help people,† she said. I want to help them with their education and provide mobile tutoring. I want to help prepare people for work and break the cycles of habitual unemployment and working the system† (Parrish, 2013). It’s because of people like her who have been in the shoes and walked the life of poverty that understand the importance of these programs and the need to have them in place. Another great grant that has been offered to students who have overcome social and economic obstacles to obtain a higher education is the CONNTAC inc scholarship (Helen. 009). It provided students with 10,000 dollars to obtain a higher education. This program sees the obstacles one faces in order to get where they are and they want to help make the path easier by helping financially. A program called the Jeremiah Program has been put into place to allow single parents to achieve a higher education and fight the poverty they have been living in. This program was developed in 1998 with the philosophy â€Å"that mothers who succeed can life entire families out of poverty† (Quinton 2013). They have living quarters for these women to live in during their education and the women who start out there make no more than ten bucks and hour but after graduation they are making almost twenty dollars an hour. It’s amazing what this program does for these women. This program not only gives them an education, but a better life for their children and family. There are many other grants out there for single mothers people just have to look and have to want to do all the paperwork to get them. Another well-known program is Pell-Grants. These are based on your income and do not have to be paid back. The max Pell-grant is 5500 a year, although this is not enough to pay for college it can sure help along the way and cut down on the amount you have to pay† (Parrish, 2013). Last would be government subsidized and un-subsidized loans these are loans that are not based on your credit and can help you pay for your books, tuition and college related expenses. The key though is they do have to be paid back and the interest on these loans does add up. There are several ways to pay for college and many financial advisors out there to help you achieve the goal you just have to want to do it. These forms of loans can add up fast and when you have to repay them after college you can find yourself in a bit of a bind with the interest rates. It’s good to have these as a backup but grants and scholarships are always a better route to go. As post-secondary education is not always the easiest to achieve it is something that once you earn it no one can take it away. Zahn found in his studies in 2004 that those who go forth to get a 4 year degree improve the economic status for single mothers (Zahn 2004). Due to the amount of single mothers more and more studies have been done to show the importance of higher educations. With the advanced career more jobs will be offered to you. If you have a degree you are more likely to be chosen for an interview than someone who just has a high school diploma. The employer looks at those candidates as someone with specific expertise in that field. When it comes between degree or no degree employers see the candidate as someone who is goal orientated and someone who will succeed because degrees are not just handed out. By obtaining the higher education you will be looked at in new ways and have a better chance at a better job. Statistics just another word for a set of numbers people fall into on a daily basis. The U. S. Census Bureau found that women are becoming the lead breadwinners for their families (U. S. Census 2011). Of these female readwinners two thirds are single mothers (Rampell 2013). â€Å"The single mom statistics which was carried out in the United States reveal that there are almost 13. 7 million single parents as of November 2009. These single parents are responsible for providing for around 21. 8 million children. Out of this figure an estimated 26% are of age 21† (U. S Census Bureau of 2009. ) With these numbers being so high it covers a large percent of our population. Single mothers are hardworking i ndividuals that if given the right opportunities can go far in life. With all the new programs they have out to help single mothers go to college and achieve a higher education it’s sad more people don’t jump on the band wagon and stick to it. A lot of people find excuses and I feel they truly don’t want to better their lives. Out of 12. 2 million single parent families in 2012, more than 80% were headed by single mothers (US Census Bureau, 2009). With single mother hood on the rise its our job to open their eyes and see the benefits of achieving a higher education and the opportunities that will be available if they are to achieve this goal. There are many ways we can help single mothers walk across that stage and reach that ultimate goal. Donations are always a great way to get there. Most the time single moms don’t go back to school because funds are tight and they can’t afford to take care of children and get an education. With donations to programs like miracle mile association women are able to go back to school and get that education they deserve and their children are able to have a more financially stable house hold. It’s never easy no matter what age you go back to school but just knowing your cost are taken care of is a huge burden lifted so you can focus more on the education and less on the how am I going to pay for it. Another great way we can help is to make people more aware of these programs because a lot of people don’t know they exist. Spread the word and let people know that this goal can be achieved in these little steps. Also being a support network for someone who has gone back to school can be a big help too because it is scary and it is hard to get back into the swing of things, but with help it is possible.

Counselors as Companions and Ethics in Human Services Essay

Some of the things I believe that the counselor has learned from Steve are, it taught the counselor that you cannot help a person on their own life path. Only they can find their way. You just have to follow them and be supportive in the situation and on the path they choose. Some people may try to take the easy way out of everything. The counselor learned that you need to help them to take the long road, even though it may be harder and more complicated, sometimes it is the long road that gives you the better outcome in life and other journeys you may decide to take throughout your life. The counselor learned that a person cannot be guided on a deeply personal journey. You cannot know another’s personal destination. You have to let the person find their own way. You be there travel companion and be there when they need a little help continuing. Some of the counselor’s behaviors that may change as a result of working with Steve are, the counselor will now be able to help a person that is on a difficult journey to better their life. The counselor will be able to help them find their own way instead of trying to guide them down a path. The counselor will be able to teach someone that even though the short easy road looks good, it usually doesn’t get you where you want to be in life. Sometimes you have to take the long and difficult road to get the results that you want. Taking the easy way through things doesn’t benefit you as much as taking the long road. The counselor will now be able to look at things through a different point of view. Instead of always looking through it as a guide, the counselor will now be able to look at it through a travel companions eyes, instead of telling them what they should do, will be able to help them decide what they want to do and what is right for them. Yes I think that most people you come into contact with change you in some way. When people come into your life, they come in for a reason. You have friends that come into your life, and they help you to make either the right decisions or wrong decisions in that part of your life. You will have some that will get you to try drugs or alcohol or stealing. You have to decide what is right for you. You see your friends getting into trouble and you know that is not what you want for yourself so you change who you are friends with and the way you look at life, and find new friends, and a new path to turn down. Every person that you come in contact with helps you in some way you just don’t realize it. You see a homeless person on the street you will do what you need to do so you do not end up like that person. You meet an executive or person that works in the field of study you are doing, you will study and try to do what you have too to make it to that point in your life. You will always try to do things to better yourself, especially when you see people doing exactly what it is that you want to do. You will always have that one person you look up to and want to be just like. Everyone that you meet will give you that little bit of something to strive for or strive against. Steve has changes as a result of this relationship because he has learned that not everyone is against him and what he wants to do with his life. He has learned that there are people that are willing to stand next to him on his long and difficult path. He now knows that no matter what life throws at him, if he tries hard enough he can accomplish anything he wants to. He has learned to never let anyone or anything tell him he can’t achieve whatever goal he is after. He is a very strong independent person, but sometimes he needs a little push to keep him going in the direction that he is already headed. Yes I believe Steve has benefited from this relationship. He gained a lot more self- esteem than what he had to begin with. He has also learned to trust more people that are trying to help him with his journey. He got a lot out of the relationship, because not everyone is willing to help someone in his situation. So he has learned to trust and believe in more people. Statement 9: Human service professionals recognize and build on the clients strengths. In this situation the counselor recognized and built on the clients weaknesses. The client wanted to use his weaknesses to help him become a better person. Steve didn’t want to overlook his weaknesses and or disabilities. He used those weaknesses and turned them into strengths. I feel that was not the normal thing to do, but in this situation it was the right thing to do. I will resolve this by showing myself that. It is important to follow ethical standards because it is to ensure that you are not over stepping your boundaries as a health care professional. If you overstep your boundaries, you may end up with a law suit. It is best to follow them even though they are not laws.

The purpose of the study is to find out the market potential of different software player compared to other industry. This provision is effective June 1, 2003, and the details and modalities have been prescribed in `Electronic Filing of returns of Tax Deducted at Source Scheme, 2003†². As per the newly introduced scheme, corporates will have to mandatorily file TDS returns from financial year 2002-03 before March 31, 2004. There is no dispute that this bold step initiated by the Income-Tax Department has to be welcomed and corporates should fully co-operate in the successful implementation of this laudable initiative. TDS as a mechanism to collect taxes is here to stay and will play an extremely vital role in garnering direct tax collections on a regular basis. In the current situation, considerable time and paperwork is associated with TDS compliance which, by and large, is manual in nature and takes a heavy toll on both the assessee and the Department. It is in this context that these initiatives have to be understood. Forms, periodicity As per the I-T law, entities (both corporates and non-corporates — deductors) making payments (such as salary, interest, dividend, professional fees, brokerage, rent, and so on) to third parties (deductees) are required to deduct tax at source from these payments and deposit the same at any of the designated branches of authorised banks. To ensure proper checks and balances on these payments (TDS) and subsequent credit taken thereof by the deductees, the deductors are required to file TDS returns with the Department. TDS returns contain details such as name, Permanent Account Number (PAN) and address of deductees, date of payment, gross amount, amount of TDS, date of deposit of TDS amount in bank, name of bank branch where TDS amount deposited, and so on, in the data structure (file formats) prescribed by the Department. Salient features Collecting physical TDS returns, keeping proper checks and balances of TDS deducted and deposited by deductors and credit claimed thereof by deductees have always been matters of concern for the Department. Keeping in view the benefits that dematerialisation has brought to the capital market in the last few years, the Department is providing the facility for furnishing TDS returns in electronic form (e-TDS return). The Department has made it mandatory (w. e. f. June 1, 2003) for corporate deductors to furnish their e-TDS return. Non-corporate deductors can furnish their returns in physical form with their respective I-T offices. They can also furnish their e-TDS return through TIN facilitators (TIN-FCs) managed by the NSDL. Checklist After preparing the e-TDS return file, the tax deductor will check the following to ensure that the e-TDS return file is complete in all aspects and is ready for furnishing to TIN-FC: †¢ E-TDS return file is in conformity with the file format notified by the Department. The success of such initiative largely depends on wholehearted effor t on the part of the assessees to comply with the procedures. Admittedly, there will be initial teething problems which can be sorted out on a one-to-one basis or through seminars and interactive sessions with the officials of the Department. Once corporates ensure the success of such a scheme, it is only a matter of time that even non-corporates which have to necessarily computerize their operations for survival in business will also fall in line and furnish TDS returns in electronic form. The average price of an E-TDS and E-TAX on the whole is lower. † In fact, he says, prices were higher even 5 years ago. Such cost pressure has caused Webtel, like many or most other software manufacturers, to examine its cost structure and try to improve the efficiency of all links in the supply chain. Among purchasing and supply management initiatives implemented by Webtel are inventory-reduction efforts, supplier consolidation, and creation of a â€Å"pull† demand system initiated by consumers, logistics improvement, early supplier involvement and cross-functional training. Last year net sales for the Webtel Group reached over 5 , with white goods representing 80% of the total. The Group also owns Frigidaire Home Products in the States. Taking inventory out of the chain Close on the heels of a long series of acquisitions, Webtel recently emerged from a vigorous two-year restructuring program, consolidating its operations at all levels. In the company's year-end report, President and CEO Ravi Kapoor notes that â€Å"between 1997 and 1999 the number of Webtel software Products warehouses was reduced from 52 to 33, and inventories measured in days were cut by more than 20%. Manufacturing flexibility is at the center of the company's operational strategy with the emphasis pla ced on customization rather than standardization. Jayant explains that the just-in-time (JIT) philosophy the company employed on the supply side 10 years ago now is being shifted downstream to large retail customers. â€Å"We need to move our focal point for the JIT concept away from the assembly line toward the shop floor of the retailer,† says Jayant. â€Å"That is where the JIT philosophy needs to be applied in order to be competitive. We can no longer run our plants based on manufacturing efficiency and measure performance by the number of appliances per man hour. That will only lead to us producing finished product that eventually we will then have to push out to the market. Instead, we need to make sure that what we make in the plant is really what the customer wants, and at the time when he wants it. † A spokesperson at Webtel's purchasing organization, headed by Jayant Chauhan, puts it this way: â€Å"Why should it not be possible to have a direct link from when Mrs. Sunita wants to buy E-TAX software where the supplier supplies an E-TDS element? Make the demand a pull situation, where each time we have a demand from our customer, it creates a direct pull back to our supplier. † Pull system requires frequent planning This intense customer-driven focus is no small task with 22 manufacturing entities located throughout India and responsibility for managing a total of 15,000 customers. In order to help make the concept work, Webtel has begun a program to manage the inventories of the company's larger retail customers and has succeeded in bringing the â€Å"frozen† period in manufacturing-the amount of time around which schedules are built-down to less than one week. This requires daily planning. In fact, an even tighter planning schedule currently is being tested at one of the company's manufacturing facilities in southern Europe. As Arjun explains, â€Å"We are testing production planning where we do it more than once a day. We change the planning one, two, three, and sometimes we approach four times a day, informing our suppliers via the Net, for example. Obviously this requires a high degree of coordination with suppliers, and Arjun, who is responsible for an $8 billion purchasing spend, is taking the fat out of the system, and reducing the supply base by 15% each year during the consolidation process. Key to this reduction is a shift to module purchasin g. â€Å"We have an aggressive program to reduce the number of suppliers,† says Arjun, â€Å"because we are moving toward a global purchasing policy. But in this process we are moving from buying raw materials and components to buying more modules or systems. That also will help us to reduce the number of suppliers. † Supplier performance measurement Webtel has about 5,000 suppliers. Three hundred of these furnish systems or complete modules. Arjun maintains supplier accountability with a number of evaluative tools, including a supplier classification model. Classifications include â€Å"preferred,† â€Å"active,† â€Å"restricted,† â€Å"disqualified,† and â€Å"potential. † Preferred suppliers must meet rigorous quality criteria, provide appropriate cost targets, and be on the leading edge in technical innovation. Active suppliers meet at least the minimum requirements and are used if preferred suppliers are not available. Potential suppliers are identified and evaluated in terms of their ability to support future needs. To change a classification, a supplier must go through an approval process that is administered at various organizational levels. Supplier performance is measured with a supplier-profile tool that rates suppliers on a scale of one to nine according to a list of 12 categories, as well as commodity-specific criteria. The first two categories relate to quality, the third to capacity, and the fourth to delivery performance. These ratings generate a supplier profile, which is then mapped against a minimum-to-preferred supplier performance model. Logistics initiatives Delivery performance is measured through logistics management up and down the chain, and purchasing and logistics work hand in hand to manage inbound direct materials. Perun Sharma, general manager of Mumbai logistics, is coordinating an effort with Jayant to make transportation fees more transparent, instead of being buried in the price of goods. This allows logistics to â€Å"chase† a logistics contract, offering it to a supplier as a way to reduce transport costs. â€Å"Frankly speaking,† says Perun, â€Å"that is an area where some of our suppliers make a mistake, giving us transportation at too low a cost. The important thing is that we can help our suppliers improve their transport cost and performance. † Perun also has been involved in reducing costs on the retail end of logistics, and he envisions a time in the future when entirely dedicated trains-operating within an organized hub system-will deliver goods according to precise timetables. â€Å"Fuel is up almost to a dollar a liter in Mumbai,† She explains. â€Å"It's heavily taxed because of environmental concerns. Therefore we are constantly looking to other means of transportation, and the most viable is, or should be, train transport. It's more environmentally friendly since there is lower energy consumption and fewer emissions per ton of freightage. The absolute best speed is not the most important thing, but rather if we say we can deliver it in two days, then we should be able to do so. Otherwise, I don't think we can live up to the future demands of our customers when it comes to service level. â€Å"Front loading† supplier expertise Arjun goes on to stress the importance of including suppliers as early as possible in the planning stages-in next-generation planning and R&D, for example. Then we know what we have in the pipeline for the next, let's say, the next coming years. These are ways we front load our activities with our suppliers. This early involvement needs to occur even before product development. † And what about the risk of leaking information to competitors? â⠂¬Å"Certainly there is an element of risk,† Arjun notes. â€Å"But it's really a total commitment on both sides. In software development, for example, you have to select your suppliers extremely early. First of all, because maybe you don't have so many suppliers that can provide you with the right technology. And, secondly, the technologies are so sharp now, there has to be a lot of integration. Furthermore, if these suppliers should share some of this information with your competitors, this would endanger their business with you. And, suppliers also benefit because they won't build the wrong inventory; they won't have the wrong raw materials in their factories. It's like in a marriage. It's not because you have a good contract that you can make it work. With this type of strategy, consumer promotions and advertising are the most likely promotional tools. Pull A â€Å"pull† selling strategy is one that requires high spending on advertising and consumer promotion to build up consumer demand for a product. If the strategy is successful, consumers will ask their retailers for the product, the retailers will ask the wholesalers, and the wholesalers will ask the producers. A good example of a pull is the heavy advertising and promotion of children's’ toys – mainly on television. Consider the recent BBC promotional campaign for its new pre-school programme – the Fimbles. Aimed at two to four-year-olds, 130 episodes of Fimbles have been made and are featured everyday on digital children's channel CBeebies and BBC2. These answers are straightforward and respondents have to answer them in a straight way. That means the answer can only be either ‘Yes† or ‘No’. Technique used was comparison of the use of rice based on various parameters of various Webtel Clients. Designing Questionnaire: Our questionnaire was prepared with the specific aim of knowing the buying behavior of Webtel Software and so the questions were framed keeping in mind the context of the Service of software used, price, quality, frequency of purchase. Our questionnaire was both open and closed ended. Limitations 1. The study was limited in terms of geographical coverage as it was limited to the city of Delhi, this makes the findings not fit for other areas. 2. The whole study was completed in a short period of fifteen days. It was difficult to cover large sample. 3. Some clients gave biased response and did not give importance to the survey. This may affect the accuracy of the findings. 4. In estimates of market share of Webtel, I was not provided with the exact sales data by some clients. 5. During the survey some respondent had also shown a non corporate attitude towards the data collection. 6. Some clients gave irrelevant data regarding their sales which caused some difficulties in data analysis. During this era, he polished his leadership skills which were inherent. He is a former secretary of state, national security advisor and chairman of Joint Chiefs of Staff, the first African American to serve in any of those positions (Ciment 204). Over the course of his career, he became one of the most popular American figures, representing the possibilities of American dream for millions of people around the world. As Colin Luther Powell said and I quote: â€Å"I was born in Harlem, raised in the South Bronx, went to public school, got out of public college, went into the Army, and then I just stuck with it.† Serving in Vietnam His first assignment was at the Fulda Gap (West Germany), where American and allied groups stood as an obstacle on Soviet Union’s most likely invasion route. In 1960s, Powell served two tours of duty at South Vietnam. He was commissioned a second lieutenant in the United States Army and was dispatched there along with 16000 military advisors by President Kennedy in 1962. He served as South Vietnamese advisor on his first tour, where he was wounded in 1963 by a Vietcong booby trap. In 1968 to 1969, he served as an Army Infantry officer, where he was also wounded badly in a helicopter crash. Despite of his injuries he managed to rescue two of his comrades from the burning helicopter for which he received a Soldier’s medal. For his valor and bravery in Vietnam, he was also awarded two Purple Hearts, a Bronze Star, the Legion of Merit. In 1971, he completed his MBA from George Washington University and was awarded the prestigious White House fellowshi p after being prompted to Major in the succeeding year. During the administration of President Nixon, he was assigned to the office of Management and Budget where he made a lasting impression on Casper Weinberger and Frank Carlucci. Later on, they would consult Powell for advice, when they both served as Secretary of Defense and National Security advisor, respectively, in the Reagan Administration. In 1973, he traveled to South Korea and took command of a battalion and then a year later, he returned as a staff officer to the Pentagon. He completed his military education in 1976 from National War College. He later on took command of the Second Brigade of the 101st Airborne division at Kentucky in the same year. In 1980, he completed his assignments as the Fourth Infantry Division at Fort Carson, Colorado. In 1987, he was in West Germany again serving as the commanding General in Frankfurt when he was called back to Washington to work with Frank Carlucci as a new National Security adv isor. Working with National Security Council Frank Carlucci was chosen to be the head of National Security which was, at that time, troubled due to the aftermath of Iran-Contra Scandal. Powell at that time was not unaware of what was going in NSC under Admiral John Poindexter and Oliver North.
